BOARD OF DIRECTORS
Marcia Selva, Founder & President
Marcia Selva has devoted her professional career to the travel and tourism industry, and has promoted humanitarian initiatives in developing nations for more than two decades. She started traveling to Viet Nam in 1992, and her travel company, Global Spectrum, was the first U.S. travel company licensed to conduct business in post-war Viet Nam. Two years later, Ms. Selva founded GCSF because of her fascination with Southeast Asia’s history, culture, and its struggles with poverty. Her goal: To develop a solid infrastructure for eradicating poverty in the region. Her husband, Richard, served with the U.S. Armed Forces in Viet Nam.
Rev. Robert J. Vitillo, Chair
A Catholic priest and a social worker, Rev. Robert J. Vitillo has been promoting HIV and AIDS education and initiating programs in developing countries for nearly 20 years. Currently, he is a special advisor on HIV and AIDS issues to Caritas Internationalis, a confederation of 162 Catholic relief, development, and social service organizations. Through his involvement with GCSF, Rev. Vitillo has designed community-based projects focusing on education and medical programs benefiting HIV-affected children.
Gary S. Smuckler, Esq., Vice Chair
Gary S. Smuckler is an attorney who specializes in real estate and housing finance law in the Washington, D.C. office of Morgan, Lewis & Bockius, an international law firm. Prior to that, he was the deputy general counsel-managing attorney at the Federal Home Loan Mortgage Corporation (Freddie Mac). Mr. Smuckler lived in Viet Nam as a child, and has visited regularly since 1999. Through GCSF, he has spearheaded fundraising drives for school construction projects in Ho Chi Minh City.
Nena Talcott, Treasurer
Nena Talcott has owned and operated vineyards and a winery in California’s Napa Valley for more than 30 years. She has been involved with various youth focused organizations in her community. Her interest in Southeast Asia began when she took her first trip to Viet Nam in 2000. Ms. Talcott has been active in developing a medical clinic in Burma as well as supporting schools, orphanages, and house-building projects.
Marianne Henderson, Secretary
Marianne Henderson spent 30 years in international business development, marketing, sales, finance, and customer service in the telecommunications industry. Most notably, she served as Chief Financial Officer at Bell Atlantic International (now Verizon). Ms.
Henderson is an avid photographer and travels frequently to Viet Nam, Cambodia, Burma, and Laos
William L. Goldman, Esq., Director and Counsel
William L. Goldman is a partner in the Tax Department of McDermott Will & Emery LLP, an international law firm based in Washington, D.C., where he specializes in tax litigation and controversy matters. Mr. Goldman served as a Signal Corps officer in Viet Nam. Because of his deep interest in Viet Nam and Southeast Asia, he has been involved in many GCSF projects, including the building of the safe workplace for the Blind and Disabled Association of Dong Ha in Quang Tri Province.
Priscilla A. Clapp, Director
Priscilla A. Clapp spent more than 25 years in the U.S. Foreign Service, retiring after her tour as Chief of Mission and Charge d’Affaires in Burma. Previously, she served in the U.S. State Department as the U.S. Deputy Special Representative for Humanitarian
Demining and as Special Representative for Food Security. Ms. Clapp also had Foreign Service assignments as Deputy Chief of Mission in the U.S. Embassy in South Africa; Principal Deputy Assistant Secretary of State for Refugee Programs; and four years in the U.S. Embassy in Tokyo. She also has written several books and articles on U.S. foreign policy.
Rev. Schuyler L. Clapp, Director
Rev. Schuyler “Pete” L. Clapp has a multi-faceted career that has included stints as an Episcopal priest, academic administrator, social worker, and family therapist. Rev. Clapp became active in GCSF after a global voluntourism trip to Burma, where he focused on improving educational opportunities for children as well as assisting with water and sanitation projects.
Arnold Feld, Director
Arnold Feld is a real estate investor in the New York area. He and his wife, Lynn, became involved in GCSF after a 2005 trip to Viet Nam, Cambodia, and Burma. They have been instrumental in supporting projects at medical clinics in Burma, including building a specialized wing that focuses on women’s health and hygiene.
Lynn Feld, Director
Lynn Feld has worked as a special events consultant for large nonprofit organizations, notably the National Center for Learning Disabilities and the Children’s Museum of Manhattan. She is an antiques dealer with a department in Bergdorf Goodman in New
York City for the past 14 years. Along with her husband, Arnold, she supports several projects in Burma.
Karen Kasmauski, Director
Karen Kasmauski is an award-winning photojournalist and visual story developer. She has been a contributing photographer at National Geographic for the past 22 years and in that time has photographed 25 major stories for the magazine. Her book, “Impact:
From the Frontlines of Global Health,” which chronicles her decade-long coverage of worldwide health issues, was nominated for the Pulitzer Prize. Her father and father-in-law served with the U.S. military in Viet Nam.
Phu Ngoc Nguyen, Director
Born in Hue, Viet Nam, Phu Ngoc Nguyen is a senior information system officer for the Inter-American Development Bank in Washington, D.C. He has held similar positions with the State and Interior Departments and U.S. Navy as well as the International Monetary Fund and World Bank. Phu received bachelor, masters and doctorate degrees from The George Washington University, where he also has served as an adjunct professor. Phu, one of the million refugees who fled Viet Nam by boat, resettled in Virginia in 1979.
Dr. Raymond F. Turner, Director
Raymond F. Turner is a professor and chair of the Economics Department at Anne Arundel Community College in Maryland. Since 1970, he has been teaching business courses at the U.S. Naval Academy in Annapolis. Dr. Turner served with the U.S. Navy during the Viet Nam War, and was stationed in Da Nang, Saigon, and the Mekong Delta. He leads student groups on trips to Southeast Asia annually.
Debbie Weil, Director
Debbie Weil is a veteran journalist with an MBA and corporate marketing experience. She is the author of “The Corporate Blogging Book” (Penguin Portfolio 2006) and is an expert on the new social media, including blogging, podcasting and wikis. Ms. Weil has a special interest in how Internet tools and technologies can connect and empower individuals and organizations in remote areas of the world.
Frances M. Young, Director
Frances M. Young is a consultant for Doncaster, a women’s clothing line. She previously served as director of admissions for the School of Nursing at the University of Virginia. She also was a public school teacher. Ms. Young and her husband, Bill, have lead student and religious groups on global voluntourism trips to Viet Nam, Burma, and Cambodia.
William P. Young, Jr., Esq., Director
An attorney in private practice, William P. Young focuses on transactional law, estate planning, and probate issues. He served as a JAG Captain in the U.S. Army, in the U.S., Viet Nam, and Germany. Along with his wife, Frances, Mr. Young has worked on several
GCSF projects in Viet Nam, Burma and Cambodia.
ADVISORS
John Boswell, Director
John Boswell has been involved in the hotel management and hospitality industry for more than 35 years. Currently, he works at The Hay-Adams Hotel, a Washington, D.C. landmark. Mr. Boswell is a frequent traveler to Southeast Asia and passionate photographer. Through GCSF, he works to garner support for several initiatives, particularly healthcare facilities in Burma.
Robert H. Frank, CPA
Robert H. Frank is the managing partner of Frank & Company, p.c., an accounting and management consulting firm in the Washington, D.C. area. He is an expert in direct-mail programs and not-for-profit management. Mr. Frank serves as a board member and advisor to many charities. In this capacity, he has traveled to Southeast Asia more than 20 times since 1999 and has helped implement a wide range of humanitarian programs.
Hamdan Goumaa
Hamdan Goumaa has more than 12 years of experience in the field of small and micro-enterprise development, micro-finance and credit, and income generation. Currently, he is an income generation and health project manager for UNHCR/UNOPS (The United National Refugee Agency) in Burma. A native of Sudan, Mr. Goumaa works primarily with developing communities in the midst of recovery from war, drought or famine.
Hoai B. Huynh
A native of Viet Nam, Hoai B. Huynh is Director of Environment, Safety, and Health at the Aerospace Industries Association and has more than a dozen years of experience in environmental science, engineering and policy, working with the U.S. government, private companies and nonprofit organizations. He has managed environmental, humanitarian, and economic development programs in the former Soviet Union and Southeast Asia (focusing primarily on Viet Nam). Mr. Huynh brings his extensive program design and development expertise to GCSF projects.
Viet T. Tran
Born in Viet Nam, he earned a Master degree in Architecture at Catholic University. He is now working at WDG Architecture, PLLC in Washington DC. He advises on many of the structures that have been funded by GCSF.
